RESEARCH METHODOLOGY V1.0

How EOR.one verifies global employment data.

Our research framework, provider classification criteria, primary source hierarchy, and editorial independence disclosures.

1. Methodology Overview

EOR.one is an independent global employment intelligence and marketplace platform. EOR.one is not an Employer of Record (EOR) and does not directly employ client personnel. Our mission is to provide founders, HR directors, CFOs, and global operations leaders with transparent, source-backed benchmarking across international employment providers and jurisdiction-specific statutory compliance.

Our platform synthesizes:

  • Independent editorial research: Structured evaluations of provider corporate registry filings, owned entity footprints, and statutory compliance capabilities.
  • Structured provider intelligence: Standardized taxonomy data covering service capabilities, delivery models, geographic scopes, and pricing disclosures.
  • Country statutory intelligence: Detailed legal, tax, and social security benchmarks grounded in primary government authority records across 195 countries.
  • Provider-reported disclosures: Verified submissions and profile claims provided directly by participating platforms.
  • Public & regulatory sources: Continuous review of labor ministry statutes, revenue authority gazettes, and international labor standards.
  • Commercial transparency: Clear, unambiguous labeling of affiliate links and commercial partnerships.

2. Provider Classification Framework

To prevent market confusion between genuine Employer of Record providers and adjacent global HR services, EOR.one categorizes all 155 listed providers into three distinct canonical classifications:

CONFIRMED EOR (42)

Direct Legal Entity Operators

The provider operates directly owned legal entities or established direct-entity infrastructure capable of assuming statutory employer liability, issuing compliant local employment contracts, and running local payroll directly in client jurisdictions.

PROBABLE EOR (4)

Hybrid & Regional EORs

The provider markets Employer of Record capabilities with verified delivery operations in specific regions or hybrid partner networks, under active ongoing confirmation of global owned-entity scope.

NON-EOR (109)

Adjacent HR & Payroll Tech

The provider specializes in Contractor Management, Global Payroll software, domestic PEO co-employment, HRIS, Corporate Services, or Staffing, but does not act as a legal Employer of Record for international full-time employment (e.g., Worksuite, Acclime).

Canonical Benchmark: EOR.one maintains an audited dataset of 155 providers containing exactly 46 Total EOR providers (42 Confirmed EOR + 4 Probable EOR) and 109 Non-EOR providers. Classification is governed strictly by delivery infrastructure, not marketing claims.

3. Editorial Verification vs. EOR Classification

EOR.one enforces a strict separation between EOR Classification and Editorial Research Verification:

  • EOR Classification (46 EORs / 109 Non-EORs): Reflects whether a company possesses the legal infrastructure to employ workers on behalf of third parties.
  • Editorial Research Verification (69 Verified Providers): Reflects whether EOR.one researchers have completed an exhaustive 26-section profile audit verifying corporate history, headquarters, customer tiers, service taxonomy, pricing disclosures, and source citations.

Having a status of Verified Provider indicates comprehensive editorial research; it does not automatically mean the provider offers EOR services. For example, specialized global contractor management platforms and multi-country payroll providers carry full editorial verification while remaining accurately classified as Non-EOR.

4. Research Source Hierarchy

Our research desk applies a 3-tier hierarchy of evidence to maintain data integrity:

Tier 1 — Primary Official & Statutory Sources (Highest Weight)

Government labor ministries, national tax codes, revenue authorities (e.g., IRS, HMRC, ATO, Bundeszentralamt für Steuern, BIR), statutory social security agencies (e.g., INSS, CPF, EPFO), official government gazettes, and national commercial registries (e.g., Companies House, SEC, ACRA).

Tier 2 — Direct Provider Disclosures & Documentation

Official company registry filings, public pricing documentation, audited SOC2/ISO compliance reports, terms of service, and direct factual submissions through the EOR.one provider portal.

Tier 3 — Reputable Secondary & Multilateral Institutions

International Labour Organization (ILO) standards, OECD employment guidelines, World Bank Doing Business indicators, and peer-reviewed international comparative labor law publications.

Note: Research depth varies by topic and jurisdiction; not every data field or country page utilizes every tier.

5. Provider Information Status Labels

Every provider profile clearly displays its data derivation status:

  • Independently Researched: Information compiled, verified, and cross-referenced by EOR.one researchers from corporate filings, public source data, and official documentation.
  • Provider Reported: Data submitted directly by provider representatives during profile claiming or updates, subject to editorial review.
  • Mixed / Corroborated: Hybrid profiles combining provider-submitted operational specifications with independent regulatory verification.
  • Research Pending: Initial registry entries awaiting full 26-section secondary review.

6. Country Employment Research & Depth

EOR.one indexes compliance frameworks across 195 countries. Country profiles analyze 12 core statutory dimensions:

  1. Statutory employment law & labor codes
  2. Standard working hours, overtime premiums & rest periods
  3. Statutory minimum wage & collective bargaining baselines
  4. Employment contract requirements & mandatory language rules
  5. Probationary periods & statutory limitations
  6. Annual leave, public holidays, sick pay & parental leave
  7. Employer payroll taxes & mandatory social security contributions
  8. Statutory worker benefits & 13th-month bonuses
  9. Termination procedures, statutory notice & severance pay formulas
  10. Independent contractor misclassification & permanent establishment (PE) risks
  11. Immigration, business visas & work permit sponsorship
  12. EOR vs. local entity setup tipping points & cost analysis

Research Depth Disclosure: Research depth varies across the platform. EOR.one features 25+ Deeply Researched Tier-1 Country Guides (e.g., India, United States, Germany, United Kingdom, Singapore, Brazil) with 24-section legal breakdowns, while emerging jurisdictions feature baseline statutory compliance summaries.

7. Review Dates & Timestamps

Every researched country guide and provider profile displays an explicit Last Reviewed Date. This reflects the most recent date when an EOR.one editor reviewed statutory contributions, provider capabilities, or pricing disclosures against primary sources.

8. Data Limitations & Realities

Global employment regulations are inherently dynamic. Users should consider the following practical limitations:

  • Legislative Change: National parliaments and ministries frequently revise tax brackets, social contribution ceilings, and severance mandates.
  • Subnational Variations: In federated countries (e.g., United States, Canada, Australia, India), state and provincial labor statutes may supersede federal baselines.
  • Commercial Volatility: Provider pricing, country coverage, and local entity networks change periodically.
Professional Advice Disclaimer: Information published on EOR.one is provided for general research and decision-support purposes only. It does not constitute legal, tax, payroll, or immigration advice. Organizations must consult qualified legal and tax counsel before executing cross-border employment contracts.

9. Commercial Independence & Affiliate Disclosure

EOR.one operates as an independent commercial platform. We may maintain affiliate relationships and commercial partnerships with featured providers.

Our Independence Commitments:

  • No Paid Classification: Providers cannot pay to be classified as a Confirmed EOR. Classification is determined solely by verified entity ownership and legal employment delivery.
  • No Paid Verification: Editorial verification status cannot be purchased.
  • Deterministic Matching: The Find EOR recommendation engine operates deterministically based on user input (country, worker type, entity status) without weighting commissions.
  • Transparent Labeling: Any commercial partner placement is explicitly designated as such and separated from baseline editorial content.

10. Corrections & Provider Claims Process

EOR.one welcomes factual corrections, updated pricing schedules, and entity documentation from both users and provider representatives.

  • General Inquiries & Corrections: Submit factual feedback directly via our Contact Form.
  • Provider Profile Claims & Updates: Authorized company representatives can verify and update profile information via our Provider Portal.

All submitted corrections are reviewed by the editorial desk before publication.
